  1. I want to know if i need to use IVTC. I'm converting NTSC DVD's to NTSC SVCD's but would like to make PAl SVCD's. Would IVTC help if i make PAL or NTSC SVCD's? Also should i use 3:2 pulldown to make Pal SVCD's. Finally how do i get rid of them black horizontal lines?

  2. As far as I know, the best way to make a PAL from an NTSC DVD is to IVTC it (or use DVD2AVI's ForceFILM) so that you have a 23.976 fps FILM video. Then, take the sound through CoolEdit and speed it up by 25/23.976 and encode the FILM video at 25 fps (speeding it up by 4%). This is the way PAL DVDs are normally made from the original FILM.

    There may be other, easier ways to do this, but I do the inverse of this to take PAL videos over to NTSC>

    If by horizontal lines you mean the letterboxing - you don't get rid of it normally. If you mean the "interlacing" artifacts when playing on a computer, the IVTC will normally take care of it.
