Uncropping Video

Can anyone please explain how i go about removing the borders and converting the video file back into a PAL 16.9 DVD file size video?

Most converters can crop. You can try AVSTODVD. I think it has a visual cropping editor now also.

that is called 'cropping' not un-cropping
you want to remove the black borders , there fore you Are cropping the video frame

there is no such thing as un-cropping
if you take a picture or video frame and remove info from the sides or top/bottom to change its ratio
there is no way to restore the missing data

when a video frame has been padded on sides or top/bottom to change is display ratio
the padding can be cut away thats called cropping

the only problem is each time something is padded or cropped it is re-encoded which causes some quality loss

Very minor, rare exception: when cropping exists as metadata. Then you can adjust or remove it.
