I'm looking for some programs or program that'll allow me to capture audio off of YouTube, then convert it into CD audio so I can play it in my car. Thanks.

IMO, it makes more sense to DL the (highest possible bitrate option) video from YT, and then to demux the video from there in standard audio streams (mp3, m4a/aac, etc), and then I'd use Audacity or LameXP or foobar, etc. to convert to 16/44/2ch LCPM WAV. Then use a combination of audio editing app (e.g. Audacity) and CD cue creation app (e.g. ImgBurn, CDRcue - heck, even Notepad) to ready the CUE+WAV sets to be burned (usually using ImgBurn).
