Okay, I know this is a very basic question but I really need help here. I've a bunch of videos, quite lengthy, that I'd like to cut into several parts. So, I'm asking about a software that is able to place several start marks and end marks and export these scenes without re-encoding. Also, is there any software that could that plus recognize when scenes change?
Thanks!

Maybe solveigmm video splitter. Under tools and slice. But it's not free.
But give more information about your video. Video container(avi,mpg,mp4) and video codecs. -
Mostly interviewing people in the street. I've to cut them to one-interview-per-video. X264 in MP4.
