help converting .mpa file

I want to convert a .mpa file to either .wav or .mp3, but not only can I not find an app to do it, the only one that claims to help, TMPGEnc, crashes as soon as I load up the file.

I'm in WinXP. :-?

DVD2AVI created the .mpa file from a mysterious Steve-O show (Jackass Tv spinoff) that I downloaded that claimed to be SVCD but seems to conform to no known standard.

I've been successful in converting the video to divx 5, but not the audio.

The file did play in media player, but wouldn't play on other software so I installed the mpeg2 codec - where upon it now won't play in media player either.

Anyway, back to the original. If anyone knows how to convert .mpa to any other useable file, please, please let me know.

Wouldn't you know it, you spend 2 days hunting for something and about 10 minutes after finally posting, I find what I need.
