I used a web camera to record a car parked infront my house but when I wanted to see the video I could not see the number plates. Is there a program I can use to increase the resolution to see the number plates of the car. Can someone help me please or instruct me how and what to do. Thank you.

The only program that can resolve number plates from blurry video is "CSI" --and yes, that's a dumb joke.
Post a frame grab or short clip if you want folks to have a look, but unfortunately, it's very unusual that you can make this work -
We must get one of these topics once a month. And the answer is always the same.
