Can anyone recommend some DVD Editing software for a complete novice? I just want to add menu items and to cut some scenes and add in some others...

If your intention is to edit menus and video on existing DVDs, there is no single tools that can do it all. There are tools that can do what you want when used in combination, but the process requires a good deal of work and it isn't beginner-friendly. Below is an overview of what is required:

You will have to decrypt the DVD if it is copy protected and copy it to your hard drive.

Here's a guide with instructions for changing a menu: https://forum.videohelp.com/threads/254043-Guide-for-extracting-menus-for-editing-and-r...g-edited-menus

To add or remove scenes you will probably have to extract the subtitles, audio and video tracks , edit them with approiate tools, and then re-author. I don't have a guide I for this.

Here's a guide for replacing originals with the your reauthored files http://download.videohelp.com/jsoto/guides/VobBlanker/adding_menus/index.htm
