DivXMediaBuilder
File > New with Wizard
Select new title, Add.
Highlight List of Titles entry.
Select Create Chapters,every 5 minutes. Then click OK.
Click Next.
(I don't have a preview yet).
Click next
Menu structure comes up in hashed lines and DivXMediaBuilder error message appears with "No suitable decompressor found for this video stream".
What does that mean. Already I'm sure I shouldn't move forward.

Thanks Jagabo. I installed mediaInfo, and under the en language I see a wide variety of settings. Which one would I be looking at/for?
And a more fundamental question: By your statement I guess I should infer that I have one set of compressors DIFFERENT than the set of decompressors? -
OK, I like GSpot much better than MediaInfo. It has a far greater intuitive feel to it (I remain in the unconsciously incompetent stage with MediaInfo.)
So, in GSpot, what told me what was needed was that Proposed Solutions and Tests area in the lower left corner. I finally see my video come up using #3 option, but yet don't quite understand WHAT is missing, nor how to incorporate it.

Video Render OK. Use [3] to Play.
Hovering over each gives me a component which I believe I need?
The DV Video Decoder says dvd.dll. Is that what I need? -
That graph is telling you you have a DV AVI file and you have a Directshow DV decoder installed. But there are two video systems in Windows, DirectShow and VFW. Your software is probably using VFW. So you need to get a VFW DV decoder. Try Cedocida.

I'll mention to future readers here that once you extract the files to their own folder (doesn't matter where), that the install.txt file says to right-click on the .inf file to install the files. Do they go into the registry or somewhere in the Windows system or elsewhere?
