I am using Uleads DVD movie factory to convert avi captured from a Panasonic DV camcorder into VCD. When I play the disc on either a computer or my dvd player the video quality is very poor (large blocks are seen). I was under the impression that the quality of VCD was at least as good as VHS. Am I missing some configuration during the translation process, or am I burning at too high a rate (12X) or is this the quality that vcd produces?

Compliant VCD @ 1123 kbps does not produce great quality, however, if your DVD player will play XVCD @ 2300 kbps encoded from uncompressed AVI the final product will be just under that of the source material. Try re-encoding the avi @ 2300 kbps.
How fast your burning 4x, 8x, 12x should not matter.
Also, if your capturing directly from camcorder to the compliant VCD specifications this will barely be watchable.
