I've read to prevent noise i should plug my vcr and pc in the same outlet .. for my tbc too ??

noise isn't usually a problem from outlets, unless they are miswired. i'd try running a wire from the units chassis directly to a known ground.

a single wire from vcr to pc ( and tbc too !? ) to ground !? ground from outlet not enough !?

2 wire plugs sometimes don't provide a chassis ground on things like vcrs. try a wire from a chassis screw to a known ground, the pc with 3 wires should be fine. but it's not usually a problem except with really old household wiring, or a really bad florescent light fixture nearby.
