I'm planning on creating a DVD for a particular industry and will have to plan on having multiple audio tracks and subtitles available.

How many audio tracks and subtitles are possible on a standard all-player DVD?

That link tells you what is possible. The other factor lies in the capabilities/limitations of your DVD authoring software.
