What sort of split screen ?

Do you mean two (or more) scenes happening simultaneously a'la 24 ? Any major editor can do this easily - Premiere, Vegas, Edius etc., or any compositor, or even avisynth (stackhorizontal) - just read the manual.

The other split screen that Tarantino used is in Res. Dogs, where he could not get a very deep focus lens to mimic the foreground/background shots from Citizen Kane, so he shot the scene twice, focussing on Keitel in the foreground in one version, and Roth in the background in the other version, then combining them into a single image to give the illusion of a single deep focus shot. However if you look at the background you can see where the frame splits because the wall focus is not consistent. Again, any good editor can be used to do this.

This is what guns1inger actually said:

There was no mention of movie maker - clearly, it is not a major editor.

You need an editor that supports multiple video timelines at the very least. Movie Make supports only a single video timeline.
