Resizing conversion( without total recoding)

Hi, I am new here

My firs question is how can I resize to a lower resolution (half) a .wmv video with the same audio and video bitrate and specs ?
I have use windows media encoder, but I cant figure how to do a SIMPLE resize ?

Any help very appreciated.

But how can I keep the same compression, I just want to change the size ?

Use same bitrate and you will get same compression/file size. But you must reconvert/recode.
