I have an old Al Jolson movie that is a Divx file. I put it in TMPGEnc Plus and lowered the bitrate enough to fit as a VCD on one 700MB CD-R.
But after it finishes it comes out to 900MB. I am using CBR at the moment.
What am I doing wrong? What can I do to remedy this?
I admit it has been a while since I have used TMPGEnc, but I never incurred a problem like this before.

you can't adjust the bitrate of vcd mpeg-1. tempgenc is only fixing your error as it has to be 1150 kbps there is no other option.

Ok, but how come I can't make it fit on one disc?

A fixed bitrate implies a fixed filesize for a given video.
At 1150kbps your video will occupy 900Mb.
900Mb is larger than your 700Mb disc. -
Burn the Divx file (if it's less than 700MB) directly to a CD and play it on your DVD player ( if you have a newer DVD player that supports AVI). Or if the Divx file is over 700MB, burn it directly to a DVD. Most newer DVD players will play this.
Or you can use something like DVDFlick to convert the Divx file to a DVD folder and then burn that to a DVD disk. Or, if you really need VCD format, first cut the Divx movie into 2 parts, convert each part to VCD and then burn 2 cds. All the VCD movies I have ever seen always come on 2 cd disks.
