Hi friends. I have a Canon HDV camera and uploaded a few HD videos to Youtube
They look nice but very jerky.
I wonder if there is a a way to down convert them to 720 p so they will run smoothly on Youtube
I have a fast 8Meg connection

YouTube already reencoded them and resized them to 720p for you. That's not the reason they're playing jerky.
But to answer your question, yes, there are lots of ways to resize and reencode a 1080p video. Depending on the desired output format, I'd frameserve an AviSynth script into whatever encoder I plan on using. -
first if you are not already doing it, shoot in 30p. i edit and encode 30p HDV to 1280x720 30p avc/aac at 5-6mbps in an mp4 container using vegas pro8 for youtube. it uses the mainconcept encoder.
