I have some AVI's that someone else captured and I have been experimenting with cleaning them up. I haven't had a great deal of luck as I have never done this before. I've been using VirtualDub and VDMod, trying different settings and filters, but just can't seem to get it right to a point where it would be enjoyable to watch. It is 4:3 and want to keep it that way. Watching it on the computer using VLC in small box, it looks very clear tho hard to see. I want to recode it so that it would be nice quality to watch in 4:3 on a TV screen. Playing it on the TV, currently the way it is, it looks like crap (not totally unviewable), but it isn't sharp and has little clarity to it. I also tried using DrDivx on a whim, with poor results also.
Gspot reports the avi as being done with Xvid mpeg-4, 29.97 fr, 256x192 res, audio mpeg 1 layer 3 48000.
Would anyone be able to give me some guidence and advice on what prog, filters and settings would be the best to use? I'm hoping not too complicated. Thanks in advance.

That's really cell phone resolution, so not a lot you can do to improve it.
But you can try this filter: colormill2.1.1.zip
Unzip it and place the .vdf file in the VirtualDub 'plugins' folder in the VD program folder. There are a lot of settings available, so that one filter will do about all you need.
I wouldn't resize or do anything except filtering as you will reduce the quality even more. If you use Xvid, try a quantizer setting of '2' and you should get about the same as the original quality, with a slightly larger filesize. When you select the Xvid codec, click on 'Configure', then 'Target bitrate' to change to quantizer mode.

Dimensions are too small to get better resolution out of it. You can try the 30day eval of VideoEnhancer to increase the size from 256x192 to 512x384, but you'd better have a FAST computer. This app is slowwwww
