Have you tried booting into safe mode by pressing f8 during system bootup? You may be able to fix your problem in safe mode.

A good program for dealing with startup programs is called autoruns.
Simply run Autoruns and it shows you the currently configured auto-start applications as well as the full list of Registry and file system locations available for auto-start configuration. Autostart locations displayed by Autoruns include logon entries, Explorer add-ons, Internet Explorer add-ons including Browser Helper Objects (BHOs), Appinit DLLs, image hijacks, boot execute images, Winlogon notification DLLs, Windows Services and Winsock Layered Service Providers. Switch tabs to view autostarts from different categories.

After your computer boots and you get to your blank desktop, press Ctrl-Alt-Delete. In XP Home this will bring up your task manager, in XP pro it will bring up a dialog box from which you can select task manager. Either way, you need your task manager open. Once it is open, click the "Applications" tab, then the "New Task" button. Once that is open, enter "explore" and click OK. Your desktop should now load and you'll be able to try the system restore to get your box back up and running.

Press the Windows key and the "R" key together and type in "msconfig", hit "enter" key, then click the "Startup" tab.

I'm on Vista now, but as I remember it works the same on XP.

I really wouldn't try to restore the startup entries through the command prompt. Really. Try using System Restore, setting it to a date before you deleted the startup entries, and see if that saves you some headaches.

If you want to re-enter the entries, you'll have to remember exactly what they were, where the programs were located, and any command flags they might have used.

"Under normal conditions", disabling the meddlesome start-up applications
should not make the stupid winlogon.exe forget to call explorer.exe.
I suppose something else may have happened for causing that problem.
To me, it seems your user profile has been partially corrupted.
Perhaps creating a new user account and then deleting the current one
    might solve the issue.
