No. You have to demux, followed by a reauthor with the chapters added. You can then get it back into the original DVD (if there are menus and other stuff you want to keep) by using PGCEdit's File->Replace VTST Titles.

You can use Vobblanker to split PGCs to help you position the chapter points, but the short answer is that there is no simple way to just drop chapters into an already authored DVD structure. The time to do it is during authoring.
