Take a look at Subtitle Workshop. Read the manual about how to sync subs - it is well described.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

ok so i just figured out that the subs i saved in subtitle workshop are messed up

see i had 2 avi files that = one movie and also 2 srt files so i combined the 2 avis with virtual dub mod and combined the srt files with subtitle workshop

but that seemed to mix up all the subs and make it faster

is there a proper way to combine two srt files?

When you join the subs (Tools - join) you need to check "recalculate time values".

You can also give a try to this one: http://www.subtitlesync.com.ar/Join.html.
The instructions are in the same page.
