Only a few avi formats support chapters, and even fewer support menus - usually only through specific players. Divx supports menus and chapters when authored correctly and when played back using their own Divx Player software, or on Divx Ultra certified hardware. But you have to encode to Divx, then author.

If this is for PC playback only then you might look at some of the CD menu design tools or even HTML, but I don't know of any that would allow you to access just sections of a file.

There isn't even a way to automagically convert a DVD menu to a Divx menu yet.

Divx is the closest you have to what you want, but the menu side of things is a manual process. Look at Divx Author for more details.
