Hello,
I'm using this tutorial to convert DVD to AVI: http://www.geocities.com/goodsharer/?200711
(As a note, the DVD was recorded from a VCR with a LiteON DVDR.)
The problem is, the original and resulting movies have noticeable motion combing (on each frame, not every other one) and I'd like to get rid of it, but I'm a noob and haven't found a good newbie tutorial. I've uploaded a small clip of the file so you can check it out.
Any suggestions?

That's not combing, it's interlacing, plus a healthy dose of blocking at the moving frames. If you use VirtualDub, the Deinterlace Muksun plugin is a pretty good deinterlacer: http://www.thedeemon.com/cgi/getfilter?id=119

If I use that plugin, does that mean I need to put it into the process of conversion from VOB to AVI or can I just use it after it's been made into an AVI?

Much better if you use it during the VOB to AVI conversion. Lots of apps will do it automatically for you, although VirtualDub works just as well as the rest of them. AVIdemux also contains an excellent deinterlacer - Yadif .

No probs. You'll have to use VirtualDubMOD to open VOB files, BTW.

The latest version of VirtaulDub can open VOB and MPG files with the appropriate plugin:
