'That Alllow's you to change the picture-setting's to thing's such as
    (Postcard/ Letterbox/ Widescreen/ Cropped)

The similar thing's that you get to chose from with certian-DVD's for example...

This is normally a function of the TV or DVD player.

Which models of each are you using?

Well The DVD-recorder i have, has the option to change the picture but doesn't do anything..
It is a "NEC NDH-80" The TV i have is from 2001,

Anyway, i know a person who has a tv and it has the option of changing the picture to 'Letterbox, Wide Or Zoom..
But when you TurnOff the Tv it goes back to Default!

And this Same person has 'Cable-Tv, & they get to choose which Picture-setting they want (Cropped As the Default-setting) followed by: Postcard/ Letterbox/ Widescreen...

'With the cable-Programs that are Originally in Letterbox, If you change that to 'Widescreen' you get the whole-thing!!

I am after a device that does the silimlar thing's,
    But do not want Cable-tv

The NEC NDH-80 should have settings for 4:3 or 16:9 ... For a 4:3 TV set select 4:3.

It will also have a setting for 16:9 (wide), pan/scan or letterbox. Pan scan gets you the center 4:3 of a 16:9. Letterbox gets you letterbox.
