You can now get lots of free TV
streams from the internet
which is great but I wonder is there
any way that stream can go into some
software that could say take caps
or record short movies etc ?

vlc media player supports many streaming formats and you can save screenshot and also record using it. To record select File->Open Network Stream and under Advanced options click Stream/Save, click settings, select File and dump raw output.

The site you have given provides links to may different feeds from many sources. Some are just website links, some are real player files, some are asx files. I doubt you will find one applications that happily plays or captures all of these.
