Shut it down , remove power .
Remove main cable connecting hd's , and firmly reconnect it the same way it came out
    Repeat with power connectors .
    Repower system
Enter bios , check clock ... if not correct date , could be time for battery change .

Failing this , it's replace the main cable attached to drives .
Next comes replacement psu , if needed .

What happens to bad psu's voltage :

If 5volt supply to drives fails , system will not see drives , yet hds power up , cd/dvdrom can be opened / close by button
If 12volt supply fails , system can see drives , but unable to access .

Apparently it can't boot. Sometimes when Windows crashes, it scrambles the hard disk so badly that it is unbootable. Or there may be a hardware failure in the hard disk (or power supply, or connectors) that caused the crash and prevents you from booting).

Anyway, if you can't understand this you have no hope of fixing it yourself. You need to get it to a shop or a knowledgeable friend to repair.

  4. If AlanHK is right, then boot to CD, and use your Windows install CD to repair the OS.

sounds like the motherboard bios screen has somehow become stuck, and not booting correctly. look at the settings in the bios for a quick boot or fast boot that can be set. but it may be with the age of that motherboard/cpu it's just dying. lots had capacitors that start leaking with age.

In that case it's forgetting your settings each time.

If you reboot without powering off, does it still hang in the BIOS? If it only hangs on a cold start, you probably need a new BIOS battery (a cheap button battery). The date and time would also be wrong.

Otherwise, look at all the settings on the BIOs. There may be an option to save the new settings (disk parameters, etc). Or you may have set it to ask each time which device to boot from. Just step through all the screens and settings of the BIOS, especially boot devices or similar wording. You have to explicitly save settings (often F10) before exiting and continuing to boot.

Replace the CMOS battery as others have suggested.

Try the "Last Known Good Configuration" (or similar) option and see if it can then boot on its own. You may have to try the "Restore Factory Defaults" setting as well.
    If in doubt, Google it.
