  2. Poor frame rate conversion. Typical of one-click converters.

PAL to NTSC conversions can do this. If you can't play PAL discs, don't convert PAL files. Or live it.

If you convert 23.976 fps source to 23.976 fps DVD using pulldown (ConvertXtoDVD does this) then you will not get stuttering. If you convert 25 fps or 23.976 fps to 29 fps then you will get stuttering because you are creating duplicate frames to fill out the framerate. If you are converting source with any other framerate then you are either dealing with crap (WMV and RMVB can both have variable framerates which do not convert well), or perhaps, if you are lucky, HD source.

If you have 25 fps source that needs to be converted then you need to search for the guides for PAL to NTSC using Pulldown, and do the encoding and conversion manually.

ConvertXtoDVD is the only one-click tool that correctly applies pulldown, so NTSC source conversions should not stutter.

You could look at DVD Flick as an alternative. I would not consider any of the payware tools - WinAVI, NeroVision etc - as they are all far inferior to ConvertXtoDVD in so many ways.

Of course, without you explaining anything at all about your source, and having only your vague description of the problem, I cannot say for certain that anything in particular will fix your problem.

you say choppy, and then you say it shows on sideways HORZ movement

do you mean the jaggies ? along the edge of the moving object/person, that is a de-interlacing issue, something differernt from choppy/stuttering video

The latest versions of ConvertXtoDVD have some built in filters, including a deinterlace filter. This is turned on by default (which makes no sense to me at all). Turn this off and try again.

That sounds like an interlaced video burned with the wrong field order. Is the shake very fast? Like 30 times a second?

Thats what i was going to suggest. I had an old capture card that used bottom field first. When I encoded i used top field first and got that same stutter. I used restream and checked the box top field first to fix the problem.
