I can understand from a uploader/downloader stand point to convert a full 4+ GB DVD to an avi file of 1+ GB......, OK now that I downloaded the 1.35GB avi file from a file sharing network or P2P, however the dimensions is only 640 X 360 or 640 X 480 and it's fine watching this avi movie on my LCD, however if I want to convert/burn this avi file to DVD so that I can watch it on TV OR if this avi file is already encoded with DivX and I have a DVD player that will play DivX file, will the pic quality of either these two scenarios will be as good as watching it on my LCD monitor?

Putting aside the legalities of uploading copyright material, and assuming, for the moment, that this is all above board, here are my thoughts.
There is nothing to be gained by converting the avi back to DVD other than compatibility with a wider range of players. The video has been reduced in size, crushed and distorted by the subsequent encoding, and split in half. Converting it back to DVD entails resizing back up to DVD resolution, which will show up all the macro-blocking and banding introduced by the Divx/Xvid encoding, and then encoding with a lossy encoder. If you have a Divx/Xvid capable player then you gain nothing and risk losing quality by re-encoding.Read my blog here.
