i use CyberLink DVD player on my computer and every movie has 2 options.
subtitles vs closed captions
so far the only difference i noticed between them is they used different fonts and color

The main difference I see "sometimes" is that with CC it will state things like "wind blowing", "music starts", "door opens". In other words it adds what is going on other than just the dialog.
Again, it seems to very among the titles or discs. Or even TV series. I think it would help if someone is deaf or really hard of hearing as to "what' is going on added to the dialog.
Also I've seem many movie discs with just the subs on that do the same thing with the added info. Not sure if there is a standard or not.
