It seems the only way to crop a video in Vegas is by sliding the borders of a video out of the visible screen in the work area. However when doing so, I am expanding the videos borders way beyond the safe zone for TV viewing. How can I crop the video and stay within the safe zone?

That's what I'm using and that's where I have the a.m problem. I played around with all the settings, but am not able to crop the bottom of a video and still keep it within the dotted line of the "safe area". Can you only crop a video by moving it out of the screen?

It is a two step process, and requires both tools.
Use Event Pan and Crop to crop your image. Don't worry that it fills the preview screen. This step is simply about cropping.
Once you have the image cropped to your liking, click on the Track Motion button, and re-size and centre the image within the visible frame. -
