Yes, use the Resize filter.

Built in. Go to Video\Filters\Add then select the Resize filter.

Well im having another problem now...im trying to use the x264 codec on vdub and when i go to save avi and such its just doing the audio and not creating a video, its acting as if theres no codec there to use but there is one because i even look at the config on the codec and etc.
