Shrink DV down to a fixed file size?

Kinda along the same lines, I didnt want to start a new thread. I record music all the time and want to make videos to put up on youtube, the average songs goes for 3 - 5 minutes but some bands have 10 minute songs.
I was wondering if theres some program where you can just grab the raw video files that I capture off my minidv. And say I want a file that is 100mb (youtubes max file size), and it just works out all the necessarys for you and makes a video file the best possible quality but at the file size you have requested?
I hope this makes sense. I don't know how to put what I'm looking for into words.

Should be possible with something like AutoGK - You can set output file size to anything you want and have it encoded to DivX/XviD - I'm not 100% sure it reads DV tho.
And you should have started a new thread. Don't dig up year old dead thread.
