You'll have to open up this in an NLE that accepts MPEG2 video, and that has multiple video tracks capability (AVID, Vegas, PremierePro, etc). Create a PIP (picture-in-picture) effect for EACH of the thumbnails (taken from the main MPEG movie) and render/export the whole thing out to a new MPEG (menu) file.

    Yawn ... zzzz

Avisynth script's people ... simple stuff , and dosent cost somebody money

I do this all the time in conjuction with the gimp to produce pngs with alpha layer's ... sweet and simple .

Last time I had 12 motion thumbnails , for a chapter menu ... had to use avisource , as mpegsource has issue's past 8 thumbnails ... 8 an 11 stopped halfway .

    A start : https://forum.videohelp.com/viewtopic.php?t=164477

Once the script is generated correctly , you can load it in vdub for a preview ... forward only ... do not go backwards .
When it's correct , close vdub , and fire up quenc , and encode to mpeg2 ... bbmpeg if you want too tweak the mpeg2 setting's a bit .
