Convert a "normal" avi to a DV avi?

Good day. I just secured a copy of Pinnacle Express to make VCDs. It only accepts Type II avi files. I have a few avi files that I made in ULead 3.0 that it won't accept. So, is there any way to convert these "normal" or non-DV avi files to the Type II DV? I've trie some of the utilities mentioned here, but they either don't do it, or I'm doing it wrong. Or, am I just in over my head?

ulead studio pro will convert dv1 to dv2. but why not just use tempnec to convert dv1 to mpeg vcd format?

I think that a part of my problem is that the originals are not DV1. I have a utility to go from DV1 to DV2, but when I try to convert the files that I have I get an error message saying that the program will only accept "DV avi files."
