Does this happen only with RW's?

I've gotten dvd-Rs from other people using Panny in Flex and the dvd-R is burned completely (ditto for movies burned from a Panny HD).
I only use RW's with a Panny in Flex mode, and saw the same problem with different Panny models - about a quarter inch of RW is unburned. I've used RW on other brand recorders, but they record completely. Rather than waste a dvd-R in a test, I hoped to get answer here. I don't think it has anything to do with a menu, either.
