You must set the video bitrate to get the file size you want. You can calculate the bitrate with a bitrate calculator, see our tools section. Then apply the average video bitrate in virtuadub under the divx codec settings.
For Xvid I think you are using 2-pass-encoding and you haven't made the first pass. Change to 1-pass encoding under the xvid codec configuration.
You find the video configuration in virtualdub under video->compression and select divx or xvid and click on configuration/settings.
