Your choices for "TV" use, are rent the box from your cable/SAT provider or use an OTA if you are within range.

I have Directv ... I have the HR10 ... box ... with a 250 GB hard drive in it. Records 30 hours of HD content and more in normal SD content.
It also has a RF input for an OTA antenna .... I have my antenna mounted on top of a 15 feet pole attached to my chimney.
It's up there ... high enuff to bring in all the networks very very clear. Smallville is broadcast nice and clear in High Def.
Madonna ... Live in London ... in High Def ... Nov 22nd Wednesday night on NBC .... came in great. Filled my 51" Sony HD Ready TV from corner to corner ... excellent. -

Samsung makes a good HD Tuner box ... but there are others from other companies ... seems like they all cost close to $200 bucks.

To get/use a HD signal, you will need a HD cable receiver and the HD TV.
If all you are trying to do is get a better SD signal, then you need to contact Time Warner and have them fix it. You are paying them, they should fix it for you.
You didn't list you TV size or model number, but you need to keep one thing in mind. If you now have a widescreen and/or large/big screen TV, then most SD content will not appear sharp and clear as it would on a smaller and/or stand crt based TV.Google is your Friend -
sorry about that i was thinking about putting my tv model on here but didn't. Its a samsung flat panel hdtv lcd tv the model number is ln-s2338w. The picture only looks bad on this tv. But when i play things like xbox it is clearly HD. I just wanna get to where it doesn't look fuzzy on some stations. The local channels some to play great but mtv and other channel can be fuzzy at times.

Talk to Time Warner about getting basic HD service. On Comcast that adds $10/mo to your bill and gets you a cable box that tunes your local HD channels over cable. Depending on your base cable plan, you may get other HD channels like Discovery, ESPN, HDNet, INHD, etc. The channels offered depend on your plan and local availability.
I think what you are saying is the SD channels you get now look worse on that TV. That is because your current cable box outputs only 480i and your new TV is native progressive 1280x720p. That TV seems to have inferior conversion of 480i to 720p.
The good news is the HD cable box that you get with the HD service will do this conversion better than your TV and output 720p over analog component (Green, Red, Blue) or HDMI.
This doesn't mean that all channels are now HD, it means that the cable box takes over the deinterlacing and upscaling job. When you get the box, set the output to 720p.
Your second option is to leave the cable as it is and add an over the air DTV tuner and antenna. This will cost you arounf $150 to $250 for the tuner and a bit more for the antenna.
Put your address into this web site http://www.antennaweb.org/ It will return a list of digital broadcast channels in your area and recommend an antenna solution. This will get you the local DTV stations and the ability to receive HD programs but will do nothing to improve the quality of your cable channels.
AVS Forum maintains a list of DTV tuners currently available.

If I were you, I'd try the HD cable box upgrade from Time Warner. If you don't like that, return it and go to the DTV tuner option.
