I just bought a new DVD writer (Optiarc AD-7170A) and I'm having the same problem... And I can't seem to find a DVD-RAM driver for Windows 2000.
Windows XP doesn't have this problem, since the driver is built into the OS.
I took care of this issue previously with my Pioneer DVR-107A, but that was two years ago and I forgot what I did. *smacks head on desktop*

Have you try using Nero InCD?
If you have nero 5.5 or 6 you can upgrade to the latest version under Nero 6.6. -

Okay, I found a free download WriteDVD: http://members.driverguide.com/driver/detail.php?driverid=17248
You have to suffer through a number of advertisements to get to the download page, but it appears to be worth it.
Not quite sure if it has an expiration date or similar since I didn't get any popup messages... We'll see.Frank Zappa: "People wouldn't know a good movie if it smacked 'em in the face."
