i fixed my .avi overscan through FixCd then i encoded it in tmpgenc express 3.0 and made my dvd through nero 7 some reason after i make the dvd and play it in a stand alone dvd player some parts of the dvd freeze for a second (about 4 times for every 30 min episode). All of my other files that i just encode through nero and play on my dvd player work fine. does anyone have an idea what the problem might be.

Don't use Nero, use imgburn 2

What media are you using ? Media code is better than just the brand.

No. You don't put Nero in the equation at all. Nero should not be allowed to touch DVD video, ever.

if you don't want to spend money, I suggest you encode with tmpgenc express, author with GUIForDVDAuthor, and burn with imgburn2. No Nero, No Shrink.

If you do have a little money to spend, consider TDA instead of GUIForDVDAuthor.

Imgburn2 doesn't require an ISO, it can burn from a folder.

Why don't you want Nero involved ? Because Nerovision has the unfortunate habit of needlessly encoding perfectly good, DVD compliant video for no good reason, lowering quality and wasting time.
