i have heard before that there are certain things that slows the computer down from actually your computer dl at its full fast access speed. I heard that there are some things you have to tweak in windows xp also i have heard that browers supposly dont let you surf at your fullest speed. Now is there any thing THAT ACTUALLY WORKS that i can use to tweak this. I now some might say dr tcp but that doesnt really work.

There is no 'magic bullet' as far as I have ever found to greatly speed up your internet access. I've tried many in the past and saw zero changes, and even slowdowns. Your ISP sets the rules and the connect speeds. I would go to a site like DSL Reports and see what others say about your ISP. http://www.dslreports.com/
Generally, if others have the same speed, then you are stuck with that. It doesn't hurt to complain, though. A lot of times cable internet access is slow because the ISP hasn't upgraded the local connection in a while. They usually won't until they get enough complaints. Do they guarantee a speed? Usually not.If you have DSL, the speed may be dependent on your distance from the central switch. That may improve, but it would be a major upgrade for the ISP.
I doubt Windows XP is your problem if you are getting reduced speed. The default connections with XP will generally be much faster than most any ISP can ever provide. -

there a lot of things that are involved and you didn't give any specific details in order to determine what would be or can be done!!
1. the computer it self if you keep it lean and mean that helps in many ways not only a faster cmputer, programs work faster and even your surfing will be little faster.. here just disabling all the needless programs that running in the background helps a lot.. going to msconfig.exe>startup .... and disable all those needless startups..... use this link to help for guideelines.... http://castlecops.com/StartupList.html
another group of startup to look at is services at services.msc and use this link for guidelines

2. defrag ... this helps in many ways....
3. if in 24 bit color, unless required, change to 16 bit color....
4. now browsers... some are naturally faster than others.... mozilla and opera are consider faster browsers how much? subjective.....
5. your internet connection... noisy lines effect both analog and dsl slowing surfing.... check and see if your lines noisey if they are... see if a filter can be put in to help.....
6. there there is always a overhead when surfing..... ie: the browser, how long and number of relay points you go thru on the net, your isp server and the distination website/server.... etc.. these can easily amount to 10-20 % of your max allowable speed!!! and there not much you can do about that!
7. also keep in mind... the distination.... what that server/website band width.... if small and there busy... it will be slow at that specific website..
8. you may want to use your ping and tracert command.. these will tell you if there any particular issue with a distantion and relay points.... gamers are always using these commands to narrow down issues when playing games on the net...

Defragging was already mentioned.
Keep the computer clean...
That means open it up and blow all of the dust out.
