  1. Is there any idea how I can have bgm's playing when there's jus a still picture?

And is TMPGEnc Dvd Author the best program to author? Or is there any recommendations?

Create a mpg with the still picture and music of choice and use that for your background. I use TDA and am happy with it. It's simple and flexible enough for me, but I'm not into long fancy motion menus and I don't use subtitles or multiple audio tracks or that kind of thing. If you want full capabilities to create any kind of DVD like professionals make, then TDA is not the best authoring program.

I agree with gadget guy. I've been using TDA for over 2 years. If it does everything you want to do then it's one of the best- fairly easy to learn and easy to use.

If it doesn't do what you want to do (subtitles then multiple audio tracks, etc) then you'll need something else (TDA 2 does allow 2 audio tracks).
