Coverting to good quality and problem with Still pictures into Premiere

alright. I captured from a DVX 300 came using firewire; into Adobe Premiere 6.5. Now I edited it to what I wanted to look like. Everything looks good but its when i export it to Mircosoft DV AVI or someshit, it doesn't look that great as it did on camra. Now I have it in a AVI format, so I used this program called AVI to VCD,SCVD, DVD. and when I convert, It looks worst than it did before in AVI.

Questions:

1.) What should be my good settings when capturing footage into Premiere?

2.) What is the best program to use when converting and what format?

3.) Off topic, but when enter still pictures into Premiere and I use montion on them, Why are there lines going across of the picture like its losing quality or something?


Hopefully I explained this right. thanks guys for reading and any help would be GREAT.
