They're called Neato CD/DVD labels but read this first:

ok, so basically if i want one i need an ink jet printer. but how does that work? do i just use an inkjet printer to print the neato labels and it'll be fine? or do you somehow print on the actual dvd? help!

If you do a search, you'll find MANY reasons not to use sticky labels on your CD/DVD. The printable CDs require a printer that can print CDs (and CDs that can be printed on) and the lightscribe DVDs require lightscribe media.
When I first started with CD/DVD burning, I had to put labels on everything. It was fun creating them. Now, I just use a marker to label them.
