If you're looking at printing your own inserts and the cases you have include the clear plastic overlay on the outside, you can use regular paper.
The plastic cover makes 'em look just like the 'regular' covers.
I don't know the technical term for the slick magazine type paper used for the 'real' thing though."To steal ideas from one person is plagiarism; to steal from many is research." - Steven Wright

I use to use one I got from Rima.com. It was a thin matte finish paper with perforated edges so you can tear it out to exactly DVD case size. It gave excellent results but the perforated edges would often tear and jam in the printer.

For home printing:
Hammermill 28-pound (28lbs) Color Copy Paper (used in inkjet or laser).
Color laser image will often look best (not from HP, though).
The slick paper you refer to must be machine printed on a press, it won't be laser or ink.
Photo paper is too thick. Special "DVD case" paper is a low-quality stupid gimmick.Want my help? Ask here! (not via PM!)

Your original post mentioned commercial DVDs. They don't use inkjet or laser printers. Usually, it is 4-color offset printing. There are a variety of paper stocks to choose from. Most commercial printing companies (US Press is a good one, for example) can mail you a packet of samples that can help you choose the weight (thickness) and surface finish of the printed works.

Most any good 24 pound paper will do the trick. I get it at Staples. Reasonable price & good quality.

I've been dealing with polylinecorp.com for years. I get my cases and bubblepack mailer from them. -
160GSM card from Staples.
Anything thinner and the ink will print through.
The friend who put me on to it worked in the printing industry for decades before he started designing his own covers.
