dvdx problem - black lines when sudden movement

hi,

i converted over some family guy episodes to divx avi by using dvdx.
however, whenever there is sudden movement of hands or mouths e.g the intro to family guy.
you can see black lines where the movement is going on.

is there any way to fix this?

this is on your computer monitor or tv?
sounds like normal interlace comb lines

when i try and watch the converted clip on my computer the black lines show up when there is
sudden movement. but when i watch it on my TV there is no black lines - the clip is extremely jerky though
