Many ways to do it. How much are you willing to spend?

Movie Maker can do it. Virtualdub can do it (not as intuitively).

ULead Video Studio on up to Premiere Pro or Vegas can do it.

If you have Windows Movie Maker software, you can go to maximumpc magazine (online web site), and they did a step by step article just a couple of months ago, on Windows Movie Maker. It walks you through the whole thing.

  8. okay i tried windows movie maker but what im looking for is more of making a music video. I have the video and the music i just want to make the music match the person's lips on the video as if they were really singing it like a music video. Can movie maker do this or do i need something deeper?

These programs are tool sets. You need to learn the various functions and apply them to your script.

Here is most what Movie Maker can do with audio. As you move up the edit program levels, the number of tools and their flexibility increase.

    Next step up.

If you want to edit audio to fit an existing video, check out Sound Forge. If you want to edit audio and video, check out Vegas Movie Studio.
