There is no default template for 30p. I used the basic widescreen template to open a project and the program captured pixilated files. They look "ok", but the the interlace artifacts are unacceptable. Apparently it did not capture in 30p. What do I need to do to setup Premiere Pro to capture 30p properly? Is it possible to capture from a different camera that does not support 30p since it is just copying a data stream?

Ask more after you read it. If you are sure you were shooting 30p, capture as if it was normal 480i DV and then weave the fields into a frame. -
That document doesn't appear to tell how to fix the problem. I am sure both cameras recorded in 30p. What does "weave the fields into a frame" mean? How do you do that?

I've never done a straight weave in Premiere Pro and I don't have access to the program here to look for the tool. Ask in a Premeire Pro forum. Don't expect many to have any experience with 30p. It is rarely used.
There are many ways to do this in VirtualDub + AviSynth but take care not to convert into RGB. Others can point you to proper filters and scripts. -
You can treat 30p DV the same as 30i DV. The only difference will be in the chroma subsampling when converted to YV12 for MPEG.

I'm screwed. Both camera guys didn't know how to operate their own $4000 cameras! What I am stuck with is a mixture of 30p to start, followed by the default settings of the camera, which I assume to be 60i, for most of the shoot. They didn't save their settings and they reset when they shut their cameras off. Thus I am stuck with a crap interlaced image. Thank god they didn't switch aspect ratios on me! I have yet to work with a crew that didn't screw up some simple technical issue. My last film has crappy sound and the one before has spots on the lens! Argh!

If you're making DVDs just treat all the foootage as interlaced. It will turn out fine.

Yes, but I really wanted 30p. Interlacing leaves a jagged halo around everything and makes green screen stuff look lame.

I would personally use the standard 720x480 interlaced 48khz template for your project settings..
The only difference is on Export..
Go into the custom settings, and rather than choosing Bottom Field First, choose No fields..
You need to watch out for quasi film look via 30fps..It's great for interviews and controlled lighting situations, but if there's any action, or spontaneus motion going on, you'll really need to do your homework.. -
I shoot a lot of 30p. As long as you can keep the camera still, it works very well.
If you have a third party dv codec installed, just make a Custom Template for 30p. I have MainConcept DV Codec installed. I just created a Custom Template using "Windows AVI" then for compression, I use MainConcept DV with "Progressive No Fields" @ 29.97 fps.
