I just finished encoding to VCD, and I got a perfect file.
The only problem, is that audio has 50msec difference with the picture...
How I can fix that, without re-encode the whole movie;
We talking about freeware solutions

I think you can (don't quote me now) convert VCD to MPEG again (minor changes in header info), I don't know what to use for that.
But, once you do that, you can do a simple de-multiplex of the audio/video tracks, then re-multiplex the two again using bbMPEG, which has a setting for ms delay for video and audio. You should be able to set it appropriately.
Please, if someone can explain how to do this better, it would help me out too (I know the theory, never actually done it yet!) -
...or if you're sure about the 50msec, De-multiplex it, edit the Audio file and cut out the 50msec and then Mulitplex it .. and burn!

@lnetzel: I already try that, but it doesn't work correct...
I tried several times in the past (not this time) to:
De-mux mpeg > load mp2 to a sound editor > put/get delay > reencode to mp2 > re-mux (with TMPEGenc)as vcd
Result: Hick up audio effect....
