Okay,I am using Nero, and I have MPEG2 files (well the files were captured and saved as MP2 files, then I just renamed them to .mpeg (look at this post for more http://www.vcdhelp.com/phpBB/viewtopic.php?topic=50908&forum=2) But then, when I try to burn, it gives me standards errors about burning, then I bypass those, and continue. Then when I pop it in my DVD/Video CD player, the first frame pops up for each clip, and it is blocky. Anyone know what I need to do?
Also, when I try to go back to MPEG1, I set the bit rate up to 3MB/sec. When I do that, Nero once again gives me a standards error, but the video will play in the DVD, but the sound is terrible. I tried it with a default capture of ATIs for "Quarter Quality" (2.34MB/sec), and that works okay (sound isn't great, but better), and but the video is sup par. I have done standard VGA (about 1MB/sec), and the sound is fine, just the video is terrible. Anyone know any fixes? Should I try different burning software (BTW Nero is only demo version)

Looks like the bitrate is too high for standard use.
These are standard values, which will be accepted by Nero burning software:
VCD : 1150 kbits/sec (VideoStream)
SVCD: 2520 kbits/sec (VideoStream)
To these values the bitrates for audio should be added to get the on the whole value.

Another question. In MPEG2? Should I be allowed to set the bitrate a little below 2520 and still be okay? Since with the recorder ATI gives you. I am not seeing anything with 2520kbits/sec. Well one thing is, I am not sure what the exact conversion is from kbits to MB (that is how ATI displays their bitrates), I know it should technically be a thousand, and that is what I am using, but I seem to remember that it is a little different than that conversion. If there is some other burning software that should work with an ATI AIW Radeon, to capture at that bitrate, I would love to know of it.

All DVD players take different values. My Sony 360 will not play SVCD, mp3, etc. but will play VCD. I experimented and found the max I could convert to mpg (VCD) is 2200-2300 video with 128 sampling rate stereo. I tried 2500 but got some skipping. I' ve been using 1850 video so I can get 2 South Park episodes on an 80 minute CDRW. Can get about 46 minutes at this bitrate. I've seen no difference between normal and very slow for speeds. I've gotten about same results in LSX and Tmpge

VCD is regulary encoded as MPEG-1 stream, SVCD as MPEG-2 stream.
The bitrate for SVCD varies differently. At least you should not have more than 2600 kbits(kbps)/sec over all, say for instance
2376 kbps video
224 kpbs audio

TMPGenc ususally have 2520 kbps suggested for video, somebody but using 2376 kbps. Nero will accept both bitrates as standards. Another values which are checked by Nero is frame resolution:
VCD have 352x288 for PAL and 352x240 for NTSC, and SVCD have 480x576 (PAL) and 480x480 for (NTSC). Using other values than described they are called XVCD or XSVCD.

If you have still blocky clips, then you should try several cd-rom medias for better result. ALso you might decrease cd speed for burning cd's, for worse case please use 1x cd speed.
