    I downloaded a avi file that plays at 23 frames per sec. I cant get any program to record it because it is not the standard at 29.7. Can someone please tell me how to convert it. Somewhat of a time issue

    I assume your trying to make a ntsc dvd. Use tmpgenc and tell it to encode at 29.97 fps.

    Encode it at 23.976 fps, the use DGPulldown to add2:3 pulldown to the video. If you encode at 29.976 fps you will get jerky pans and zooms.

  4. If you use TMPGEnc set Encode Mode to "3:2 pulldown when playback" and Frame Rate to "23.976 fps (internally 29.97 fps)". That's gives the same result as gunslinger suggested but all with one program.
