  1. I've got a DVD-R with some interlacing problems--these problems are with the MPEG-2 stream. Somehow it was encoded wrong, so when de-interlacing is running in DVD Player and VLC, the image appears interlaced.

I'm wondering if this is a field dominance problem? Is there anyway to set it otherwise, like with MyDVDEdit?

  2. Nope...you need access to the original footage and re-encode

If your problem is simply an issue of interlace being reversed, this can be fixed. Now, I only know of a way to do it on a PC, using Restream. So if you can use a Windows PC, or load up VirtualPC/SoftWindows, then maybe you can get by okay.
