My brother created a VCD from an MPG by dragging it into Nero. My DVD recognized it as a VCD and played the audio OK, but the movie had this really bad vertical roll, like it was burned in PAL format or something....Any thoughts?
It plays just fine on a computer BTW.

Well, maybe your MPEG IS PAL...
What was the specs of your source file? If it was something like 352x288 and had a framerate of 25 fps, then you've made a PAL VCD.
Most NTSC DVD players will be able to play PAL discs but not all can convert the PAL signal to NTSC (or do it well) if you don't have a multisystems TV.
